Database Question

I'm trying to create a News Database on my site, being familiar with MSADO 2.5 in a VB enviroment, I'm a bit confused on exactely how to do this via the website? Do I have to use the SQL DB creator in the CPanel, or is there another way I can do it on my end then just send it up to my site? I would prefer to create everything locally as I'm using NetObjects/NetFusion and I'm not real fluent with it yet. So I'm looking for any suggestion on the best way to create a simple News db on my site..
